werewoofs.

The werewolf packs of [lol country/area] have a long-standing practice of planting changeling pups into human families in nearby population centers, and bewitching the parents into accepting the child as their own (sometimes replacing a newborn infant, sometimes fabricating a birth entirely). When they come of age, these "cowbirds" realize their wolf ancestry and their bonds to the pack awaken - with a strong foothold in human society, they can help hide evidence of their pack's nearby activity and provide cover for any movements toward urban areas. Their genuine attachments to humankind are a boon to their assigned duty, making them many times more effective at gaining and keeping human trust than adult wolves that attempt to transplant themselves into city life.

Werewolves in this universe are for the most part voluntary shapeshifters, and are not obligate people-eaters. They do possess their own unique styles of "wolf magic", which require regular consumption of the blood of humans (or any sentient beings other than werewolves), and wolves who wish to dabble in deeper magic may do so by also eating of human flesh.

Wolf magic at its most basic controls werewolves' transformation, communication, and pack bonds. A werewolf that goes without human blood for an extended period of time will first be trapped in one form, then will lose their near-psychic connection to their leaders and pack, and eventually may revert entirely to the natural instincts and behavior of their assumed form (until they next consume human blood).

Other fairly common powers are forest bullshit (subtle degree of control over plants, subtle degree of communication with wild animals), potion bullshit (drawing magic potential out of plants/natural byproducts/etc), hypnotism (mostly wrt the changeling stuff but hey all that social pack shit's not for nothing), and light clairvoyance (resistance to illusions, smelling spiritual things, etc).

Lycanthropy is matrilineal. Human children born to a werewolf father may develop some affinity for wolf magic, but will never be able to transform. Werewolf women in well-established packs raise children somewhat communally and often have children by human fathers (who are not long-term mates) to keep the gene pool open without complicating pack dynamics too badly. Loners and werewolves in smaller, less permanent packs don't have this tendency, and gravitate towards pair bonds with other werewolves that provide stability where their pack situation doesn't.

I have no clue what he actually does but it's administrative.

By "the dumbest temper" I mean behind the uptight stuffiness he is a raging ball of id and assuming wolf form tends to enable this in him. Wolf Garet is an asshole. Or just really overwhelming if you're not a direct target of his nonsense. Cowbirds already have kind of a funny place in pack dynamics because they're important to the pack but also outsiders; Garet's wild temper puts him even lower in most of the pack's regard. In their human aspects, he's respected. In their wolf aspects, he's treated very much like a child who needs to be supervised and ordered around.

Has a fiancee. She knows. Their (impending) marriage is very much an old-fashioned establishing-an-adult-household kind of thing, he's not ~in passionate love~ with her, but they ended up getting along very well and by all appearances their marriage will be a good one. She is one of the very few people he's mostly honest with about feelings and shit. She likes to wiggle his dumb wolf ears.
